Eco-DRR)"},"content":{"rendered":"\n<p><strong>Opis<\/strong><\/p>\n\n\n\n<p>Katastrofe, bilo one velikih ili manjih razmjera, uzrokuju velika razaranja te ljudske i ekonomske gubitke \u010dime ko\u010de napredak prema odr\u017eivom razvoju. Prema podacima Ureda UN-a za smanjenje rizika od katastrofa (UNDRR, 2019), zadnjih desetlje\u0107a broj katastrofa \u0161irom svijeta u stalnom je porastu, od \u010dega je 90% katastrofa povezano s klimom i hidrometeorolo\u0161kim doga\u0111ajima (UNISDR &amp; CRED, 2015). &nbsp;Me\u0111utim, katastrofe nisu prirodna posljedica postojanja prijetnji \u2013 uvjete za prerastanje prijetnje u katastrofu stvaramo sami, na\u010dinom na koji prijetnjama upravljamo. Katastrofe nisu ni jednokratni doga\u0111aji kojima je dovoljno osigurati brz i u\u010dinkovit odgovor &#8211; one su proizvod dru\u0161tvenog, politi\u010dkog i ekonomskog konteksta u kojem se doga\u0111aju i \u010desto su posljedica izostanka sustavnih analiza rizika i djelovanja na njihovom smanjenju. 60% katastrofa doga\u0111a se u siroma\u0161nim, izlo\u017eenim i lo\u0161e pripremljenim zajednicama u kojima broj \u017ertava mo\u017ee biti i do 300 puta ve\u0107i nego u pripremljenim, otpornim zajednicama (UNDRR, 2019).<\/p>\n\n\n\n<p>RIZIK = PRIJETNJA + RANJIVOST + IZLO\u017dENOST. Smanjenje rizika od katastrofa podrazumijeva djelovanje na svim elementima jednad\u017ebe rizika od katastrofa: <strong>ubla\u017eavanje prijetnji<\/strong> smanjenjem ranjivosti ljudi, imovine i okoli\u0161a te njihove izlo\u017eenosti identificiranim prijetnjama. Ovom me\u0111usektorskom mjerom izbjegavamo katastrofe ili u ve\u0107oj mjeri <strong>ubla\u017eavamo<\/strong> njihove <strong>u\u010dinke<\/strong> (ulaganje u prevenciju je i do 15 puta jeftinije od tro\u0161kova obnove; UNDRR, 2020.). Izvje\u0161\u0107e Svjetskog ekonomskog foruma iz 2020. o globalnim rizicima pokazalo je da su svi najvjerojatniji rizici s kojima se \u010dovje\u010danstvo danas suo\u010dava povezani s okoli\u0161em: ekstremne vremenske prilike uzrokovane klimatskim promjenama, gubitak biolo\u0161ke raznolikosti, ekolo\u0161ke katastrofe i pandemije.<\/p>\n\n\n\n<p>Degradirani ekosustavi pogor\u0161avaju negativne u\u010dinke klimatskih promjena, a klimatske promjene uzrokuju daljnju degradaciju ekosustava.&nbsp;Posljedica toga je i slabljenje sposobnosti ekosustava da ljudima pru\u017eaju va\u017ene usluge i koristi, \u010dime se dodatno poja\u010dava ranjivost stanovni\u0161tva na katastrofe (UNEP, 2019). Gubitak zdravog tla i hranjivih tvari propadanjem \u0161uma i zemlji\u0161ta mo\u017ee dovesti do smanjenja globalne proizvodnje hrane za 12% i poskupljenja nekih prehrambenih proizvoda za \u010dak 30% (IUCN, 2017).<\/p>\n\n\n\n<p>U\u010dinci klimatskih promjena stoga zahtijevaju holisti\u010dki, integrirani pristup upravljanju rizicima koji sagledava i vrednuje mnogobrojne koristi zdravih ekosustava za ja\u010danje otpornosti zajednica na katastrofe (vidi Ja\u010danje upravljanja klimatskim djelovanjem\/Integrirano upravljanje za prilagodbu). Smanjenje rizika od katastrofa putem usluga ekosustava(eng. Eco-DRR) uklju\u010duje odr\u017eivo upravljanje, o\u010duvanje i obnovu prirode i njenih ekosustava radi smanjenja rizika od katastrofa, s ciljem postizanja odr\u017eivog i otpornog razvoja (UNEP, 2019).<\/p>\n\n\n\n<p>U kontekstu&nbsp;upravljanja rizicima, globalna zajednica i EU decidirano zagovaraju rje\u0161enja koja se temelje na razumijevanju prednosti koje priroda pru\u017ea ljudskom dru\u0161tvu te poti\u010du integraciju &#8216;zelenih&#8217; rje\u0161enja u lokalne strategije smanjenja rizika od katastrofa i prilagodbe klimatskim promjenama. Prekretnica u valorizaciji rje\u0161enja temeljenih na prirodi u upravljanju rizicima je 2015. godina, odnosno dono\u0161enje globalnih sporazuma poput Okvira iz Sendaija za smanjenje rizika od katastrofa 2015-2030 (SFDRR), Okvirne konvencije Ujedinjenih naroda o klimatskim promjenama (UNFCCC) i Programa Ujedinjenih naroda o odr\u017eivom razvoju do 2030. godine (Agenda 2030), koji prepoznaju da na\u0161a budu\u0107nost ovisi o za\u0161titi i obnovi prirodnih sustava koji nam osiguravaju hranu, \u010distu vodu, \u010disti zrak i stabilnu klimu.<\/p>\n\n\n\n<p>Eco-DRR ispunjava i obveze prema Konvenciji o biolo\u0161koj raznolikosti, Ramsarskoj konvenciji o mo\u010dvarama i Konvenciji UN-a o suzbijanju dezertifikacije, istovremeno doprinose\u0107i planovima prilagodbe klimatskim promjenama. Prirodna rje\u0161enja dodatno \u0107e se potencirati u ovom desetlje\u0107u inicijativama za o\u010duvanje biolo\u0161ke raznolikosti, obnovu ekosustava i prilagodbu klimatskim promjenama te drugim me\u0111unarodnim programima \u010diji je kona\u010dni cilj sklad s prirodom do 2050. godine.<\/p>\n\n\n\n<p>Stoga je i RH preuzela brojne europske i me\u0111unarodne strategije koje isti\u010du vi\u0161estruke koristi prirodnih rje\u0161enja za dugoro\u010dnost rje\u0161avanja dru\u0161tvenih izazova poput klimatskih promjena. Ministarstvo graditeljstva i prostornoga ure\u0111enja RH priprema <em>Program razvoja zelene infrastrukture u urbanim podru\u010djima za razdoblje 2021. do 2030.<\/em>, koji je u skladu s nacrtom&nbsp;<a href=\"https:\/\/www.hrvatska2030.hr\/wp-content\/uploads\/2017\/11\/NRS2030.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Nacionalne razvojne strategije Republike Hrvatske do 2030<\/a>.&nbsp;Primjena prirodnih rje\u0161enja bit \u0107e integrirana i u Nacionalnu strategiju smanjenja rizika od katastrofa, a klju\u010dan je dio Nacionalne strategije prilagodbe klimatskim promjenama RH.<\/p>\n\n\n\n<p><strong>Tro\u0161kovi i koristi<\/strong><\/p>\n\n\n\n<p>Poznato je da su &#8216;zelena&#8217; rje\u0161enja ekonomi\u010dnija i odr\u017eivija, kako s ekonomske, tako i sa socijalne strane te da takvi projekti donose dugoro\u010dnu vrijednost koja se vremenom ne amortizira (EEA, 2014). Strate\u0161ka ulaganja u mjere prevencije katastrofa putem usluga ekosustava rje\u0161avaju brojne dru\u0161tvene izazove i osiguravaju zna\u010dajne dugoro\u010dne dru\u0161tvene koristi i u\u0161tede tro\u0161kova. Stoga se Eco-DRR smatra \u201ewin-win\u201c i \u201eno-regret&#8221; metodom koja je i jedan od rijetkih pristupa koji mo\u017ee utjecati na sve elemente jednad\u017ebe rizika od katastrofa: zdravi ekosustavi mogu sprije\u010diti ili <strong>ubla\u017eiti prijetnje<\/strong>, smanjiti ranjivost podr\u017eavanjem sredstava za \u017eivot i smanjiti izlo\u017eenost funkcioniraju\u0107i kao prirodna za\u0161tita. Upravljanje ekosustavima stoga treba \u010diniti integralni dio upravljanja rizicima od katastrofa.<\/p>\n\n\n\n<p>Radi vi\u0161estrukih koristi usluga ekosustava, izrada kvantitativne procjene tro\u0161kova i koristi mo\u017ee biti slo\u017eena. Ipak, gospodarski u\u010dinci primjene zelene infrastrukture su itekako mjerljivi budu\u0107i da ona doprinosi smanjenju javnih i privatnih rashoda, ali i konkretnom prihodu. Oni se o\u010dituju u u\u0161tedi u tro\u0161kovima energije za hla\u0111enje, kao i smanjenju negativnog utjecaja ekstremnih klimatskih pojava. Va\u017ena ekonomska korist proizlazi i iz utjecaja zelene infrastrukture na pobolj\u0161anje zdravlja ljudi i smanjenje ulaganja u lije\u010denje bolesti. Gospodarska korist ostvaruje se i proizvodnjom hrane u urbanim vrtovima, a doprinos se o\u010dekuje i otvaranjem novih radnih mjesta za potrebe izgradnje i odr\u017eavanja zelene infrastrukture. S druge strane, dru\u0161tvena korist zelene infrastrukture izravno \u0107e se zrcaliti na unapre\u0111enje kvalitete \u017eivota u gradovima (MGIP, 2020). O\u010duvanje i obnavljanje kvalitete zraka, vode i tla je direktna korist zelene infrastrukture za okoli\u0161 budu\u0107i da ona utje\u010de na smanjenje visokih ljetnih temperatura i urbanih toplinskih otoka, na smanjenje buke i rizika od poplava te stakleni\u010dkih plinova, ali i na pove\u0107anje odr\u017eivosti ekosustava i otpornosti na klimatske promjene.<\/p>\n\n\n\n<p>Pro\u0161irena analiza tro\u0161kova i koristi primjene ovakvih rje\u0161enja (<a href=\"http:\/\/www.gggi.org\" target=\"_blank\" rel=\"noreferrer noopener\">www.gggi.org<\/a>) posebna je vrsta analize koja pa\u017eljivo promatra socijalne i ekolo\u0161ke utjecaje te skrivene i vanjske tro\u0161kove koji se obi\u010dno ne uzimaju u obzir pri dono\u0161enju odluka. Me\u0111utim, pitanje financiranja &#8216;zelenih&#8217; rje\u0161enja ne odnosi se samo na pronala\u017eenje resursa ve\u0107 i na preraspodjelu prora\u010duna koji su u po\u010detku bili rezervirani za sivu infrastrukturu te preusmjeravanje tzv. &#8216;perverznih subvencija&#8217; (one koje uzrokuju degradaciju ekosustava) prema rje\u0161enjima koja podr\u017eavaju ekosustave (UNDRR, 2020).<\/p>\n\n\n\n<p><strong>Vrijeme provedbe i vijek trajanja<\/strong><\/p>\n\n\n\n<p>Sve vi\u0161e primjera pokazuje da su tijekom 15 do 20 godina prirodna rje\u0161enja za smanjenje rizika od katastrofa daleko isplativija u usporedbi s rje\u0161enjima isklju\u010divo sive infrastrukture. Me\u0111utim, Eco-DRR nije nu\u017eno samostalna strategija ve\u0107 ju je \u010desto potrebno kombinirati s drugim strategijama smanjenja rizika, uklju\u010duju\u0107i hibridna zeleno-siva rje\u0161enja, rano upozoravanje i druge mjere sprje\u010davanja i pripravnosti za katastrofe. To\u010dno koliku i koliko dugotrajnu za\u0161titu mo\u017ee pru\u017eiti ekosustav ovisi o zdravlju tog ekosustava i lokalnim specifi\u010dnostima.<\/p>\n\n\n\n<p>U mnogim zemljama, Eco-DRR jo\u0161 je uvijek koncept u nastajanju koji treba dodatno oblikovati kako na razini politike tako i prakse.
