{"id":1310,"date":"2022-01-20T12:11:00","date_gmt":"2022-01-20T12:11:00","guid":{"rendered":"https:\/\/adriadapt.eu\/?post_type=adaptation_option&#038;p=1310"},"modified":"2022-02-03T12:07:50","modified_gmt":"2022-02-03T12:07:50","slug":"urbani-dizajn-i-projektiranje-osjetljivo-na-vode","status":"publish","type":"adaptation_option","link":"https:\/\/adriadapt.eu\/hr\/adaptation-options\/urbani-dizajn-i-projektiranje-osjetljivo-na-vode\/","title":{"rendered":"Urbani dizajn i projektiranje osjetljivo na vode"},"content":{"rendered":"\n<p><strong>Opis<\/strong><\/p>\n\n\n\n<p>Klimatske promjene u jadranskoj regiji, u kombinaciji s rastu\u0107om urbanizacijom obale, rezultiraju porastom ekolo\u0161kih problema povezanih s vodom. Urbana podru\u010dja odlikuje visoka razina povr\u0161inskog brtvljenja u obliku zgrada i drugih nepropusnih povr\u0161ina poput ulica, nogostupa i parkirali\u0161ta. Kako iz tog razloga nije mogu\u0107a infiltracija vode u tlo, dolazi do brzog otjecanja, \u0161to uzrokuje probleme za vrijeme jakih ki\u0161a, oluja i poplava. Tijekom razdoblja vru\u0107ina s malo oborina, \u010dak i suho tlo bez vegetacije mo\u017ee se pona\u0161ati kao beton u smislu odbijanja topline i nedostatnog upijanja vode, \u0161to ote\u017eava problem otjecanja sa zabrtvljenih povr\u0161ina. Urbani dizajn osjetljiv na vodu (engl. WSUD \u2013 Water Sensitive Urban Design) pristup je kojim se upravljanje hidrolo\u0161kim ciklusom integrira s izgra\u0111enim okoli\u0161em kroz planiranje i dizajn, kako bi se smanjili hidrolo\u0161ki utjecaji urbanog razvoja na okoli\u0161. Cilj je smanjiti utjecaj razvoja na prirodni hidrolo\u0161ki sustav u smislu protoka i kakvo\u0107e vode. U naj\u0161irem smislu, WSUD obuhva\u0107a sve aspekte urbanog hidrolo\u0161kog ciklusa, uklju\u010duju\u0107i oborinske vode, vodoopskrbu i upravljanje otpadnim vodama.&nbsp;<\/p>\n\n\n\n<p>Ciljevi WSUD-a su: smanjiti negativne utjecaje zgrada na vodnu bilancu, odr\u017eavati ili \u010dak unaprijediti kvalitetu vode, poticati o\u010duvanje vode i odr\u017eavati ekolo\u0161ke i rekreacijske mogu\u0107nosti povezane s vodom. WSUD odgovara na sve sna\u017eniji fokus koji se stavlja na odr\u017eivost u urbanom planiranju, a sustave WSUD-a istra\u017eiva\u010di, prakti\u010dari i kreatori politika na\u0161iroko prepoznaju kao odr\u017eiv na\u010din upravljanja urbanim vodnim sustavima uslijed globalnih trendova kao \u0161to su pove\u0107ana urbanizacija i klimatske promjene (<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1364815216310623\" target=\"_blank\" rel=\"noreferrer noopener\">Kuller i sur., 2017.<\/a>).&nbsp;<\/p>\n\n\n\n<p>U sklopu WSUD-a mo\u017ee se primijeniti \u0161irok skup upravlja\u010dkih praksi, uklju\u010duju\u0107i strukturne (sustavi zelene infrastrukture, npr. ki\u0161ni vrtovi, mo\u010dvare) i nestrukturne mjere (tj. politike usmjerene na pobolj\u0161anje u\u010dinkovitosti uporabe vode) (<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1364815216310623\" target=\"_blank\" rel=\"noreferrer noopener\">Kuller i sur., 2017.<\/a>). Vrsta provedenih mjera tako\u0111er ovisi o opsegu projekta, koji se prote\u017eu od zgrada, preko parkova, pa sve do cijelih \u010detvrti. Unato\u010d razmjeru problematike, sveobuhvatna strategija WSUD-a uklju\u010duje planiranje o\u010duvanja vode (optimizaciju raspodjele vode na razli\u010dite namjene, istra\u017eivanje mogu\u0107nosti o\u010duvanja pitke vode, ponovnu uporabu otpadnih voda i stvaranje mogu\u0107nosti za prikupljanje oborinskih voda); pobolj\u0161anje kvalitete oborinskih voda (uklju\u010duju\u0107i mjere za pro\u010di\u0161\u0107avanje oborinskih voda radi smanjenja one\u010di\u0161\u0107enja); i integracija s elementima urbanog dizajna (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/adaptation-options\/water-sensitive-urban-and-building-design\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT<\/a>, 2016.).&nbsp;<\/p>\n\n\n\n<p>Tehnologije WSUD-a osmi\u0161ljene su kako bi olak\u0161ale prirodne procese protoka oborinskih voda, uklju\u010duju\u0107i retenciju, detenciju, transport, infiltraciju, evapotranspiraciju, obradu i sakupljanje (<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1364815216310623\" target=\"_blank\" rel=\"noreferrer noopener\">Kuller i sur. 2017.<\/a>). Mogu se koristiti brojne razli\u010dite tehnike i kombinacije tehnika. Cjelokupni pristup temelji se na smanjenju otvrdnulih, nepropusnih povr\u0161ina i preciznom projektiranju odvodnje na urbanim prostorima, u kombinaciji s uporabom prohodnih ulica, propusnog betona i nogostupa i kolnika kroz koje prolazi voda. Poja\u010davanjem infiltracije oborinskih voda smanjuje se otjecanje u kanalizacijske sustave i urbane prostore, umanjuju se vr\u0161ni protoci, smanjuje optere\u0107enje zaga\u0111enja nastalog uslijed otjecanja oborinskih voda i rizik od \u0161tete uslijed kvara na odvodnom sustavu zbog poplave, uz istovremeno olak\u0161avanje punjenja podzemnih voda (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/adaptation-options\/water-sensitive-urban-and-building-design\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT<\/a>, 2016.).&nbsp;<\/p>\n\n\n\n<p>Propusnost povr\u0161ine mo\u017ee se pove\u0107ati postavljanjem propusnih plo\u010dnika za namjene poput pje\u0161a\u010dkih staza, parkirali\u0161ta za automobile i prilaznih cesta, \u010dime se smanjuje povr\u0161insko otjecanje i poti\u010de obnavljanje podzemnih voda. Infiltracijski sustavi, uklju\u010duju\u0107i upojne bunare, omogu\u0107uju odvodnju vode izravno u tlo; bazeni, ribnjaci\/jezera i urbana infrastruktura, kao \u0161to su javni parkovi, mogu se oblikovati tako da zadr\u017eavaju vi\u0161ak vode tijekom ki\u0161nih oborina. Bioretencija, separatori ulja i sedimenta, filtri za pijesak, sita, sedimentni bazeni i kanali mogu pomo\u0107i u uklanjanju one\u010di\u0161\u0107enja i sedimenata iz oborinskih voda podlo\u017enih otjecanju. Nadalje, mjere sakupljanja ki\u0161nice za namjene koje isklju\u010duju pi\u0107e tako\u0111er mogu smanjiti pritisak na izvore pitke vode (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/adaptation-options\/water-sensitive-urban-and-building-design\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT<\/a>, 2016.).<\/p>\n\n\n\n<p>Odr\u017eivi sustavi urbane odvodnje oborinskih voda (engl. SUDS \u2013 Sustainable Urban Drainage Systems) va\u017ena su komponenta WSUD-a, koja uklju\u010duje prakse upravljanja koje moderne sustave urbane odvodnje \u010dine kompatibilnijima s komponentama prirodnog hidrolo\u0161kog ciklusa, poput poplavljivanja tijekom olujnih udara, perkolacije tla i biofiltracije. Odr\u017eivi sustavi urbane odvodnje oborinskih voda sastoje se od jedne ili vi\u0161e konstrukcija \u010dija je funkcija upravljanje otjecanjem povr\u0161inskih voda, a koje naj\u010de\u0161\u0107e opona\u0161aju prirodne procese odvodnje. Odr\u017eivi sustavi urbane odvodnje oborinskih voda \u010desto tlo i vegetaciju uklju\u010duju u naj\u010de\u0161\u0107e nepropusne konstrukcije (npr. v. Zeleni krovovi i zeleni\/\u017eivi zidovi), jer apsorpcija i prolaz kroz tlo i vegetaciju smanjuje brzinu otjecanja i pobolj\u0161ava kvalitetu vode.&nbsp;Neki od primjera WSUD-a na razini zgrada su sakupljanje ki\u0161nice i njezina uporaba u ku\u0107anstvima u Bremenu u Njema\u010dkoj (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/case-studies\/rainwater-saving-and-use-in-households-bremen\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT, 2018.<\/a>) i strategije zelenih krovova u Hamburgu u Njema\u010dkoj (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/case-studies\/four-pillars-to-hamburg2019s-green-roof-strategy-financial-incentive-dialogue-regulation-and-science\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT, 2016.<\/a>) i Milanu u Italiji (<a href=\"https:\/\/www.comune.milano.it\/-\/ambiente.-nuove-risorse-per-i-tetti-verdi-e-per-la-riqualificazione-energetica-degli-edifici-privati\" target=\"_blank\" rel=\"noreferrer noopener\">Op\u0107ina Milano, 2019.<\/a>). Parkovi u&nbsp; Alicanteu (<a href=\"https:\/\/www.theguardian.com\/cities\/2019\/aug\/15\/the-rain-in-spain-how-an-ancient-arabic-technique-saves-alicante-from-floods\" target=\"_blank\" rel=\"noreferrer noopener\">Burgen, 2019<\/a>) i Madridu (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/case-studies\/the-refurbishment-of-gomeznarro-park-in-madrid-focused-on-storm-water-retention\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT, 2014.<\/a>) u \u0160panjolskoj predstavljaju primjer uporabe takvih mehanizama za skladi\u0161tenje i preradu vi\u0161ka oborinskih voda.&nbsp; Kad je rije\u010d o susjednim zemljama, Clichy-Batignolles, Pariz, Francuska (<a href=\"https:\/\/archive-clichy-batignolles.parisetmetropole-amenagement.fr\/sites\/default\/files\/exe_web_cb_dossierpresse-en_2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Mairie de Paris, 2015.<\/a>) primjer je promicanja prirodnog hidrolo\u0161kog ciklusa u \u0161irem smislu.<\/p>\n\n\n\n<p><strong>Tro\u0161kovi i koristi<\/strong><\/p>\n\n\n\n<p>Tro\u0161kovi i koristi mjera urbanog dizajna i projektiranja osjetljivih na vodu znatno se razlikuju ovisno o opsegu intervencije, kao i o vrsti kori\u0161tene tehnologije. Premda koristi od sivih mjera mogu biti vidljive odmah, mo\u017eda \u0107e biti potrebno odre\u0111eno vrijeme da bi mjere koje se temelje na uslugama ekosustava (npr. fitoremedijacija) u (izgra\u0111enom) ekosustavu pokazale svoj puni potencijal za pru\u017eanje usluga.Koristi od uspje\u0161ne primjene WSUD-a uklju\u010duju za\u0161titu postoje\u0107ih prirodnih obilje\u017eja i ekolo\u0161kih procesa; odr\u017eavanje prirodnog hidrolo\u0161kog pona\u0161anja slivova; za\u0161titu kakvo\u0107e povr\u0161inskih i podzemnih voda; smanjenu potra\u017enju za mre\u017enim vodoopskrbnim sustavom; smanjeno ispu\u0161tanje otpadnih voda u prirodno okru\u017eenje; i integraciju vode u krajolik radi pobolj\u0161anja vizualnih, dru\u0161tvenih, kulturnih i ekolo\u0161kih vrijednosti (<a href=\"https:\/\/climate-adapt.eea.europa.eu\/metadata\/adaptation-options\/water-sensitive-urban-and-building-design\" target=\"_blank\" rel=\"noreferrer noopener\">Climate-ADAPT<\/a>, 2016.). Integracija vode u urbani krajolik tako\u0111er mo\u017ee umanjiti u\u010dinak urbanog toplinskog otoka, a time i pobolj\u0161ati \u017eivotne i zdravstvene uvjete za lokalno stanovni\u0161tvo i turiste, kao i smanjiti potra\u017enju za hla\u0111enjem (tj. energiju potrebnu za klimatizaciju). Naju\u010dinkovitiji rezultati mogu se ostvariti kada se ki\u0161nica koristi za novo horizontalno i vertikalno ozelenjavanje, \u0161to \u0107e tako\u0111er doprinijeti pobolj\u0161anju toplinske udobnosti u zgradama, odnosno energetskoj u\u010dinkovitosti i <strong>ubla\u017eavanju klimatskih promjena<\/strong>. Pa\u017eljivo planiranje krajobraza mo\u017ee zna\u010dajno doprinijeti urbanoj bioraznolikosti, kao i tr\u017ei\u0161noj vrijednosti nekretnina u pojedinoj zoni. Time se ostvaruju vi\u0161estruke koristi za prirodu i ljude koji \u017eive u podru\u010djima u kojima se, primjerice, provodi renaturalizacija vodotoka koji su bili zatvoreni ili preusmjereni u kanale, \u010desto nadsvo\u0111ene betonom.<\/p>\n\n\n\n<p><strong>Vrijeme provedbe i vijek trajanja<\/strong><\/p>\n\n\n\n<p>Vrijeme provedbe ovisi o opsegu intervencije WSUD-a.
