Ova mogu\u0107nost uklju\u010duje inicijative za ograni\u010davanje, redukciju i smanjenje potro\u0161nje vode; ponovnu uporabu vode za namjene koje isklju\u010duju pi\u0107e; ugradnju ure\u0111aja za u\u0161tedu vode; sanaciju zastarjele vodoopskrbne mre\u017ee; gospodarske poticaje i inicijative podizanja razine osvije\u0161tenosti.<\/p>\n\n\n\n<p>Cilj ograni\u010davanja uporabe vode jest regulacija vodoopskrbe, tako da se voda rabi samo za osnovne namjene (isklju\u010duju\u0107i, primjerice, zalijevanje travnjaka i punjenje bazena), dok redukcija vode obi\u010dno uklju\u010duje privremenu obustavu opskrbe vodom ili smanjenje tlaka ispod razine potrebne za odgovaraju\u0107u opskrbu u normalnim uvjetima. Te mjere mogu biti trajnog ili privremenog karaktera, a posebno se primjenjuju u slu\u010daju akutne nesta\u0161ice vode uslijed sezonske dinamike ili iznimno su\u0161nog razdoblja. Ove mjere op\u0107enito se smatraju u\u010dinkovitima u kratkoro\u010dnom smanjenju potra\u017enje za vodom, dok dugoro\u010dno mogu biti manje u\u010dinkovite ako se ne nadopunjuju drugim mjerama.<\/p>\n\n\n\n<p>Uporaba alternativnih izvora vode (npr. sakupljanje ki\u0161nice) i recikliranje otpadnih voda radi namjene koja ne uklju\u010duje pi\u0107e mo\u017ee predstavljati mogu\u0107nosti za redovitu opskrbu vodom u podru\u010djima ograni\u010denih resursa. Prikupljanje ki\u0161nice je nakupljanje i skladi\u0161tenje ki\u0161nice za njezinu ponovnu uporabu na lokalnoj razini, dok recikliranje naj\u010de\u0161\u0107e podrazumijeva ponovnu uporabu otpadnih voda iz ku\u0107anstava (pranje rublja, tu\u0161iranje, umivaonici i sudoperi). Reciklirana ili akumulirana voda mo\u017ee se ponovno rabiti u poljoprivredi, vrtlarstvu ili industriji. Iako je ponovna uporaba obuhva\u0107ena europskim zakonodavstvom i politikama (npr.&nbsp;<a href=\"https:\/\/ec.europa.eu\/environment\/water\/water-urbanwaste\/index_en.html\" target=\"_blank\" rel=\"noreferrer noopener\">Direktiva o gradskim otpadnim vodama <\/a>i&nbsp;<a href=\"https:\/\/ec.europa.eu\/environment\/water\/quantity\/eu_action.htm\">Politika nesta\u0161ice vode i su\u0161e<\/a>), pitanjasigurnosti i nedostatak me\u0111unarodno priznatih standarda \u010desto se smatraju preprekom u\u010dinkovitijoj provedbi.<\/p>\n\n\n\n<p>Ure\u0111aji za u\u0161tedu vode i mjerni sustavi potro\u0161nje vode klju\u010dni su alati za ograni\u010davanje uporabe vode. Dijelovi ku\u0107anstva u kojima se voda \u010desto rabi uklju\u010duju sanitarni \u010dvor, tu\u0161eve, slavine, perilice rublja i perilice posu\u0111a. Europska direktiva o ekolo\u0161kom dizajnu (<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/ALL\/?uri=CELEX%3A32009L0125\" target=\"_blank\" rel=\"noreferrer noopener\">2009\/125\/EZ<\/a>) mo\u017ee slu\u017eiti kao pozitivan pokreta\u010d osmi\u0161ljavanja ovih sustava s ciljem smanjenja potro\u0161nje energije i vode.<\/p>\n\n\n\n<p>Smanjenje gubitaka vode u vodnoj infrastrukturi glavna je zada\u0107a u\u0161tede vode, posebno s obzirom na to da gubici u mre\u017ei pitke vode mogu predstavljati zna\u010dajan postotak inicijalno proizvedene koli\u010dine, a situacija se zna\u010dajno razlikuje od jedne europske zemlje do druge. Mjere uklju\u010duju redovito odr\u017eavanje mre\u017ee, identifikaciju i mjerenje gubitaka vode te popravak ili zamjenu zastarjele infrastrukture.<\/p>\n\n\n\n<p>Kona\u010dno, gospodarski poticaji ili diferencirani tarifni sustavi vodoopskrbe mogu potaknuti na usvajanje sustava u\u0161tede vode, dok kampanje ja\u010danja svijesti i informiranja mogu imati glavnu ulogu u sveobuhvatnoj promjeni pona\u0161anja, posebno u slu\u010daju potro\u0161nje u ku\u0107anstvu.<\/p>\n\n\n\n<p><strong>TRO\u0160KOVI I KORISTI<\/strong><\/p>\n\n\n\n<p>Op\u0107a je korist ove mogu\u0107nosti ukupna za\u0161tita prirodnih vodnih resursa koja se ostvaruje smanjenjem njihove uporabe i maksimiziranjem potencijala ponovne uporabe. Oba pristupa imaju pozitivan u\u010dinak na racionalizaciju uporabe vodnih resursa, \u010dime se omogu\u0107ava prilagodba izazovima klimatskih promjena, kao \u0161to su nesta\u0161ica vode i su\u0161a.<\/p>\n\n\n\n<p>Prema studiji koju je naru\u010dila Europska komisija radi procjene potencijala Europske unije za u\u0161tedu vode (<a href=\"https:\/\/ec.europa.eu\/environment\/water\/quantity\/pdf\/water_saving_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Dworak i sur., 2007.<\/a>), smanjenje istjecanja u vodoopskrbnim mre\u017eama, usvajanje praksi uporabe ure\u0111aja za u\u0161tedu vode i u\u010dinkovitijih ku\u0107anskih aparata mogu smanjiti potro\u0161nju vode do 50%, uz smanjenje potro\u0161nje vode do 150 L dnevno po osobi.<\/p>\n\n\n\n<p>Ostale koristi inicijativa za u\u0161tedu i recikliranje vode uklju\u010duju u\u0161tedu energije i ni\u017ee tro\u0161kove zbog izbjegavanja uporabe skupih stanica za desalinizaciju koja tro\u0161e puno energije na podru\u010djima u kojima se javlja nesta\u0161ica vode i\/ili u razdoblju nesta\u0161ice vode.<\/p>\n\n\n\n<p>Obveznim ograni\u010denjima i redukcijom opskrbe vodom, koji u kratkom vremenu dovode do zna\u010dajnih u\u0161teda vode, mo\u017ee se izbje\u0107i odre\u0111ivanje alternativnih mjera temeljenih na cijeni vode, \u0161to stvara jasnu gospodarsku korist za korisnike.&nbsp;Iako je ugradnja ure\u0111aja za u\u0161tedu vode u doma\u0107instva naj\u010de\u0161\u0107e jednostavna i povoljna, potrebna su zna\u010dajna ulaganja u nadzor, odr\u017eavanje i rehabilitaciju mre\u017ee, a ti su postupci tehni\u010dki zahtjevni.
